About the Role
On behalf of the Preston City Council, we are seeking a Procurement & Contracts Support Partner for a six-month contract. This role has been created to help streamline procurement activities, support contract administration, and promote continuous improvement across the organisation. The successful candidate will play a key part in managing contracts, providing training and guidance, and ensuring compliance with relevant policies and legislation. Key responsibilities include:
  • Managing the full lifecycle of contracts from award to completion
  • Monitoring contract activities to ensure adherence to policies, procedures, and legislation
  • Providing procurement guidance and delivering training to council staff
  • Supporting and maintaining the Council’s Contract Management System (CMS)
  • Developing and producing reports on procurement and contract performance
  • Assisting with procurement projects and process improvements
  • Ensuring purchasing activities are compliant with legislative and policy requirements
  • Building and maintaining strong relationships with internal teams and external suppliers
  • Supporting continuous improvement initiatives in procurement processes
About You
The ideal candidate will bring a blend of experience, skills, and attributes such as:
  • Proven experience in public sector procurement, tendering, and contract management
  • Knowledge of local council practices and relevant legislation (desirable)
  • Experience with procurement systems, processes, and best practices
  • Excellent written communication skills for preparing tender and contractual documentation
  • High proficiency in Microsoft Word and Excel
  • Strong analytical skills with attention to detail, particularly around spend and compliance
  • Ability to juggle multiple priorities and meet tight deadlines
  • Excellent relationship-building and stakeholder management skills
  • Proactive, self-motivated, and solution-oriented mindset
  • A commitment to integrity, transparency, and customer service excellence
