Overview
 
The Procurement Specialist responsible for managing procurement projects, timely delivery of Procurement Reports whilst maintaining good governance and ensuring that value for money is achieved and realised. While providing expert procurement advice to stakeholders in procurement planning, tendering and contract activities whilst maintaining high level of customer service and supplier relationship management.
 
Key Accountabilities

  • Provide professional advice on strategic procurement planning and contract design in concert with available budget and determine best market approach. Where appropriate involve and influence procurement outcomes leading to good commercial outcomes for the business.
  • Recommend actions to improve the current process and/or customer service as part of a continuous improvement cycle. Provide expert advice to stakeholders on matters of procurement policy compliance check undertaken.
  • Understand and apply Local Government policies and principles to all tendering/contract management activities. Ensure effective competition and equitable treatment of all tenderers and probity in all aspects of the tendering process.
  • Timely attendance and effective contributions in procurements team meetings, evaluation meetings and supplier meetings.
  • Prepare contract documentation for execution as required and facilitate post tender debriefs.
  • Manage risk and ensure compliance within the relevant legislation and tendering guidelines whilst seeking to adopt innovative, best practice procurement solutions.
  • Interpret, negotiate and resolve conflicts and issues in relation to aspects of the Council's Procurement activities and service delivery and deal with confidential and sensitive issues Ensure that confidentiality is maintained at all times and operate within the approved delegation and probity structure.
  •  Working autonomously, prepare and release expressions of interest, request for quotations and request for tender documents in a timely manner including preparation of evaluation plan for stakeholders across all divisions. Coordinate and lead evaluation process, undertake pricing analysis and come up with interpretations on risks  whilst ensuring probity is always maintained. Prepare procurement evaluation reports in a timely manner.
  • To review contract documents and specifications prepared for the engagement of contractors. Contribute towards development of effective value for money selection criteria.
 
Essential Criteria
  • Demonstrated expert technical knowledge of procurement principles, tendering, expressions of interest and quotation processes for the supply of goods, services and works in a government or commercial context.
  • Well-developed customer service, interpersonal, verbal communication and report writing skills.
  • Demonstrated ability to maintain and establish co-operative professional working relationships with a range of internal stakeholders and suppliers.
  • Advanced problem-solving skills including capability to research the market pricing and analyse trends. Skills and experience in providing sound advice and recommendations within the context of public and/or private sector procurement goals and objectives.
  • Proven experience in the management of tendering, request for quotation, expressions of interest through to contract award including preparation of procurement reports and contract schedules.
  • Ability to work independently and at pace and remain consistently approachable and personable under pressure, while delivering quality customer service to internal and external customers.
  • Sound organisational, time management and prioritisation skills along with a demonstrated ability to successfully balance competing priorities.
  • Advanced skills in teamwork including the ability to undertake a diverse range of tasks and to provide quality support to other team members.
  • Knowledge and understanding of procurement systems and undertaking procurement spend analysis.
  • Relevant tertiary qualifications or Cert IV or Diploma of Government Procurement and Contracting and / or experience in a similar role on a commercial environment.
 
Desirable Criteria
  • Experience in a medium to large public sector or private sector organisation.
  • Well-developed computer literacy with ability to use electronic tendering, contract and evaluation systems.
  • Sound understanding of relevant sections of the Local Government Act 1993 and Local Government (General) Regulations that relate to the tendering functions.
