Assistant Commissioner - Infrastructure Command

The Role

QCS delivers services across Queensland and the Torres Strait. Our staff work in high and low correctional centres, work camps, probation and parole (community corrections) regional and district offices and reporting centres, the QCS Academy and headquarters located in the Brisbane CBD.
 
The Assistant Commissioner, Infrastructure Command will be responsible for providing strategic direction and leadership of the Infrastructure, Asset Services and Major Capital Works Command of QCS. The role will ensure effective delivery of infrastructure and asset management services to support the organisation to achieve its long-term strategic objectives.

The role is responsible for the strategic management of $5b of assets; planning, built environment design, and delivery of approximately $530m in capital works and infrastructure; and delivery of approximately $90m in maintenance works.
 
Duties include:
  • Provide strategic leadership and direction to the Infrastructure, Asset Services and Major Capital Works Command, ensuring effective governance, risk management, assurance, compliance, and facilities and strategic asset management service delivery to support both the day to day and longer-term operations of QCS 
  • Ensure the strategic management of QCS assets and fleet (valued at $5b) to optimise asset life, utilisation and value including appropriate tracking, reporting, maintenance, and replacement of assets 
  • Develop and implement evidence-based operational and long-term asset management strategies and plans, to support the achievement of the organisation's strategic vision and objectives
  • Oversee the effective planning and delivery of QCS' major capital works program including infrastructure planning, built- environment design, and contract oversight, ensuring value for money commercial arrangements, maximum long-term value, functionality and capacity to meet QCS's long term operational requirements
  • Provide expert, evidence/ insights-based, and trusted advice to the Commissioner, Deputy Commissioner Organisational Capability, and other Executives on significant, complex and/or high-risk facilities and assets management issues 
  • Ensure that the Infrastructure, Asset Services and Major Capital Works Command has the required capability and capacity to meet the organisation's current and longer-term requirements for asset management 
  • Develop and inspire a culture which fosters collaboration, evidence-based decision making, innovation, and performance- orientation, where employees are passionate about their work and take personal accountability for their actions
  • Ensure that the reputation and interests of the organisation is protected in a high public exposure environment through proactive risk management, leadership, and transparent and accountable decision making within the Infrastructure, Asset Services and Major Capital Works Command 
  • Establish and maintain strategic partnerships and networks with key stakeholders, including representing QCS at a senior executive level in a range of forums and committees to facilitate collaboration and advance the interests of QCS

Role Suitability
  • Proven experience in strategically leading corporate support services in a large and complex organisation such as infrastructure management services
  • Extensive experience in successfully developing and implementing strategic and operational plans for the delivery of corporate support services that are aligned with the organisation’s strategic plans and goals
  • Demonstrated ability to lead transformative and innovative change across the organisation to meet the organisation’s current and long-term requirements.
  • Highly developed leadership skills in creating and maintaining effective teams, driving performance and achieving effective service delivery.
  • Experience in the development and management of assets and facilities that ensures long term value functionality and value for money.
  • Demonstrated knowledge in contemporary, evidence-based facilities and asset management practices, concepts, frameworks and procedures, along with knowledge of relevant legislations and government requirements.
  • While there are no mandatory qualifications for this role, relevant tertiary qualifications would be highly regarded.
